简要规则描述：该项目作为出租房屋各类违规问题巡查发现的主要力量，配合居委（外口）、物业等协同巡查，同时，兼顾对楼道内公共区域消防安全隐患问题的督查发现。依托“一码通用”智能平台每月2次全覆盖周期进行住宅小区群租、消防等综合安全隐患巡查和督查，对发现的问题及时提供给相关职能部门作为管理依据。
Brief Specification Description:This project serves as the primary force for patrolling and identifying various violations in rental housing. It collaborates with residents' committees (and foreign population management), property management, and other entities for joint inspections. Additionally, it oversees and identifies fire safety hazards in public areas within building corridors. Relying on the 'One Code Universal' intelligent platform, comprehensive safety inspections and supervision covering issues such as illegal subletting and fire safety in residential communities are conducted twice a month. Any identified problems are promptly provided to relevant functional departments as a basis for management.
&nbs(b)Qualification requirements to be met to implement government procurement policies:Promote the development of small and medium-sized enterprises and promote the employment of persons with disabilities. Implementation shall be in accordance with the Measures for Promoting the Development of Small and Medium-Sized Enterprises through Government Procurement (Cai Ku [****] No. **) and the Notice on Further Increasing Support for Small and Medium-Sized Enterprises through Government Procurement (No. ** [****]).
(c)本项目的特定资格要求：3、根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商；4、其他资格要求：1）本项目专门面向小微企业采购。（残疾人福利性单位、监狱企业视同小型、微型企业。）如投标人为中小企业，且满足《政府采购促进中小企业发展管理办法》（财库[****]**号）规定条件的，必须提供《中小企业声明函》；2）本项目不允许转包。
