简要规则描述：根据市区级“五违四必”环境综合整治要求，为更好的为大团镇域居民提供城市运行管理服务，为切实有效提高大团镇城运整体绩效,通过公开招标的方式选取一家合适的单位，协助上海市浦东新区大团镇人民政府开展大团镇辖区内日常巡查管理、拆违管理、城市运行管理等工作，严格控制新增“五违”现象的发生。（具体详见第三章采购需求书）
Brief Specification Description:According to the requirements of the comprehensive improvement of the environment of "five violations and four musts" at the municipal level, in order to better provide urban operation and management services for the residents of Datuan Town, and to effectively improve the overall performance of urban transportation in Datuan Town, a suitable unit is selected through public bidding to assist the People's Government of Datuan Town, Pudong New Area, Shanghai to carry out daily inspection management, demolition management, urban operation management and other work within the jurisdiction of Datuan Town, and strictly control the occurrence of the new "five violations". (For details, please refer to Chapter 3 Procurement Requirements)

3.2具备省市级公安部门核发的有效的“保安服务许可证”；
3.3 本项目不接受组成联合体报价；
3.4本项目不允许转包。
(c)Specific qualification requirements for this program:3.1 Not included in the list of judgment defaulters and parties to major tax violation cases by "Credit China" (******), and not included in the list of records of serious illegal and untrustworthy acts in government procurement by the Chinese government procurement network (******); 3.2 Have a valid "security service license" issued by the provincial and municipal public security departments; 3.3 The project does not accept the quotation of forming a consortium; 3.4 Subcontracting is not allowed for this project.
