(c)Specific qualification requirements for this program:3.1 Not included in the list of dishonest persons subject to enforcement on the Credit China website (****** gov.cn), the list of parties involved in major tax violations, and the list of records of serious illegal and dishonest behavior in government procurement on the China Government Procurement Network (****** gov.cn) [based on credit records within the past 3 years prior to the deadline for submitting the first response document]. 3.2 Possess a third level or above qualification for general contracting of mechanical and electrical engineering construction or a third level or above qualification for professional contracting of building mechanical and electrical installation engineering, and have a valid safety production license. 3.3 The proposed project manager shall have a registered construction engineer qualification of Level 2 or above in the field of mechanical and electrical engineering, a valid safety production assessment certificate, and shall not serve as a
