4）、本项目专门面向中小企业采购。

(c)Specific qualification requirements for this program:2) Possessing a third-level or higher qualification for general contracting of electric power engineering or a third-level or higher qualification for professional contracting of power transmission and transformation engineering, and having a valid safety production license; 3) Possessing a fifth-level or higher license for the installation, repair, and testing of electric power facilities issued by the "Regulatory Bureau of the National Energy Administration (or the State Electricity Regulatory Commission)" (licenses issued before July 1, **** and still valid within their term of validity remain valid) or a third-level or higher license for the installation, repair, and testing of electric power facilities (licenses issued after July 1, ****); 4) This project is specifically targeted at procurement for small and medium-sized enterprises. 5) No consortium bidding is allowed for this project.

2、供应商应在响应截止时间前尽早加密上传响应文件，并及时查看签收情况，以免因临近响应截止时间上传造成招标代理无法在开标前完成签收的情形。未签收的响应文件视为投标未完成。
3、各磋商供应商应预留足够时间提前到达开评标场所，因无法及时完成核验或逾期进入开评标场所的后果由磋商供应商自行承担。
