（4）项目负责人具有市政公用工程专业二级及以上注册建造师执业资格及有效的安全考核证书；
（5）项目负责人在册且无在建记录。
（6）本项目是专门面向中小企业采购。
（7）是否允许联合体响应：不允许。
(c)Specific qualification requirements for this program:3. Other qualification requirements: (1) This negotiation requires online response, and suppliers must obtain a Shanghai Electronic Signature Authentication Certificate (CA Authentication Certificate); (2) Suppliers must possess a valid business license and a valid safety production license; (3) Suppliers must have a third-grade or higher qualification for general contracting of municipal public works construction; (4) The project leader must have a second-grade or higher registered construction engineer qualification in municipal public works engineering and a valid safety assessment certificate; (5) The project leader must be registered and have no records of projects currently in progress. (6) This project is specifically targeted for procurement by small and medium-sized enterprises. (7) Whether consortium response is allowed: No.
