1.根据上海市财政局的规定，本项目招投标工作必须在上海政府采购云平台上进行。本项目潜在投标人在投标前应当自行了解上海政府采购云平台的基本规则、要求、流程，具备网上投标的能力和条件，知晓并愿意承担电子招投标可能产生的风险；
2.投标人须保证报名及获取采购文件时提交的资料和所填写内容（邮箱必填）真实、完整、有效、一致，如因投标人递交虚假材料或填写信息错误而造成的任何损失由投标人承担；
3.投标人应在投标截止时间前尽早加密上传投标文件，电话通知招标代理机构签收投标信息，以免因临近投标截止时间上传造成代理机构无法完成签收的情形。
According to the regulations of the Shanghai Municipal Finance Bureau, the bidding and tendering work for this project must be conducted on the Shanghai Government Platform. Potential bidders for this project should themselves with the basic rules, requirements, and procedures of the Shanghai Government Procurement Cloud bidding, possess the capability and conditions for online bidding, and be aware of and willing to bear the potential risks associated with electronic bidding and tendering.
Bidders must ensure that the information submitted and the content filled in (email is mandatory) during registration and procurement are true, complete, valid, and consistent. Any losses caused by bidders materials or filling in incorrect information shall be borne by the bidders.
Encrypt and upload bid documents as early as possible before the submission deadline;
Notify the tendering agency via phone to confirm receipt;
