Brief Specification Description:This fire protection equipment maintenance project includes indoor fire protection system, sprinkler system, fire alarm system, fire smoke exhaust, emergency lighting, electrical lighting, interior wall engineering, floor engineering, roof engineering, replacement of interior and exterior windows, replacement of indoor doors, foundation of water pump room equipment, outdoor overall, etc. Please refer to the bidding drawings and bill of quantities for details
合同履约期限： (b)Qualification requirements to be met to implement government procurement policies:(1) Reserved share measures to increase SME participation in government procurement: This project is not exclusively reserved for SMEs. Small and micro enterprises receive a 3% price discount during evaluation. (2) Prison enterprises and welfare units for persons with disabilities are treated as small and micro enterprises. (3) Priority procurement of energy-efficient and eco-friendly products: Where technical and service indicators are equivalent, priority procurement applies to products in the catalogs per Ministry of Finance Cai Ku [****] No. ** and No. **; mandatory procurement applies to products marked “★” in the energy-efficient catalog. Suppliers must provide valid certificates from nationally designated certification bodies. (4) Domestic products only: Imported products are not accepted.
(c)本项目的特定资格要求：1) 符合《中华人民共和国政府采购法》第二十二条的规定；
2) 未被“信用中国”（******）、中国政府采购网（******）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
3) 供应商应具备以下施工资质：中华人民共和国住房和城乡建设部颁发的施工总承包建筑工程三级或以上资质；
4) 具有安全生产许可证（有效期内）；
5) 拟派项目负责人具有机电工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
6) 业绩要求：无；
7) 其他要求：处于被政府管理部门禁止参加政府采购活动期间的单位不得参与竞争。
8) 本项目不允许转包。
(c)Specific qualification requirements for this program:3) Suppliers should possess the following construction qualifications: Level III or above qualification for general contracting of construction projects issued by the Ministry of Housing and Urban Rural Development of the People's Republic of China;4) Having a valid safety production license;5) The proposed project leader shall have a registered construction engineer qualification of Level 2 or above in the field of mechanical and electrical engineering, possess a valid safety production assessment certificate, and have not served as the project leader of any other ongoing construction projects;6) Performance requirements: none; 7) Other requirements: Units that are prohibited from participating in government procurement activities by government management departments shall not participate in competition. 8) This project does not allow subcontracting.
