简要规则描述：1)1号楼(3-5F)布局调整,增加教室门窗导致外连廊墙体变动,外墙涂料和瓷砖墙裙同步修补;5F扣板顶拆除之后的墙顶面涂料修补;1号楼3-5F办公室改为教室(增加**间教室);隔墙调整(详建施),原吊顶拆除改为裸顶涂料,墙面新增瓷砖墙裙或翻新,墙面涂料翻新;地面木地板或地毯改为pvc地胶;窗增加限位器;2号楼五层两间房间改为四间小办公室,两间房间改为两间会议室;2)1号楼五层卫生间对面办公室及其正上方夹层墙顶面涂料翻新,矿棉板吊顶换新;2号楼顶层大会议室墙顶面涂料翻新,矿棉板吊顶改为硅钙板(**0***0)吊顶,地面地毯换新,新增嵌入式led大屏,新做金属踢脚线;3)宿舍(3-5F)卫生间整体翻新;4)男生宿舍(3-5F)连廊地砖翻新,瓷砖墙裙修补;寝室强化复合木地板检修;墙顶面涂料翻新;5)女生宿舍(3-5F)过道石膏板吊顶翻新,墙地砖修补,部分腐化实木地板换新,墙顶面涂料翻新,明露电气线槽包覆;6)宿舍(3-5F)寝室入户门锁换新,入户门及卫生间钢制门扇除锈刷新;7)9号楼二层大餐厅顶部石膏板吊顶及圆柱铝塑板饰面拆除,顶面喷灰,墙面涂料翻新，具体详见招标图纸与工程量清单。

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目不是专门面向中小企业采购，评审时小型和微型企业享受3%的价格折扣。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔****〕**号和财政部财库〔****〕**号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies:（1）This project is not specifically aimed at purchasing from small and medium-sized enterprises. During the evaluation, small and micro enterprises will enjoy a 3% price discount.(2) Support prison enterprises and welfare units for people with disabilities, and treat them as small and micro enterprises （3）Priority Procurement Policy for Energy saving and Environmental Protection Products: Under equal conditions in terms of technology, services, and other indicators, priority procurement will be given to products listed in the Energy saving and Environmental Protection Product Item List published by the Ministry of Finance in document Caiku [****] No. ** and Caiku [****] No. **; Mandatory procurement shall be implemented for products marked with "★" in the list of energy-saving product items. （4）This project does not accept imported products
(c)本项目的特定资格要求：1) 符合《中华人民共和国政府采购法》第二十二条的规定；
2) 未被“信用中国”（******）、中国政府采购网（******）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
3) 供应商应具备以下施工资质：中华人民共和国住房和城乡建设部颁发的施工总承包建筑工程三级或以上资质；
4) 具有安全生产许可证（有效期内）；
5) 拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
6) 业绩要求：无；
7) 其他要求：处于被政府管理部门禁止参加政府采购活动期间的单位不得参与竞争。
8) 本项目不允许转包。
(c)Specific qualification requirements for this program:3) Suppliers should possess the following construction qualifications: Level III or above qualification for general contracting of construction projects issued by the Ministry of Housing and Urban Rural Development of the People's Republic of China;4) Having a valid safety production license5) The proposed project leader has a registered construction engineer qualification of Level 2 or above in the field of construction engineering, a valid safety production assessment certificate, and has not served as the project leader of any other ongoing construction projects6) Performance requirements: none;7) Other requirements: Units that are prohibited from participating in government procurement activities by government management departments shall not participate in competition.8) This project does not allow subcontracting.
