(c)本项目的特定资格要求：1）供应商单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；
2）为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
3）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动的书面授权。法人与其分支机构不得同时参与同一项目的采购活动；

(c)Specific qualification requirements for this program:I) Suppliers whose unit responsible person is the same person, or different suppliers that have direct holding or management relationships, shall not participate in government procurement activities under the same contract;
2) Bidders who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project,
3）In accordance with the spirit of the "Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" issued by the Ministry of Finance (Cai Ku [****] No.**), this project is exclusively open to procurement by medium-sized, small, and micro enterprises. 根据上海市财政局《关于上海市政府采购信息管理平台招投标系统正式运行的通知》（沪财采[****]**号）的规定，本项目招投标相关活动在上海市政府采购信息管理平台（简称：电子采购平台）（网址：http:// ******）电子招投标系统进行。电子采购平台是由市财政局建设和维护。供应商应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。供应商在电子采购平台的有关操作方法可以参照电子采购平台中的“在线服务”专栏的有关内容和操作要求办理。 供应商应在投标截止时间前尽早加密上传响应文件及及登录政采云平台录入投标保证金缴纳信息（如有），并及时查看采购人在电子采购平台上的签收情况，以免因临近投标截止时间上传造成无法在开标前完成签收的情形。未签收的响应文件视为投标未完成。
