text-indent: **px; line-height: **px; font-family: FangSong; font-size: **px; padding: 0px **px; margin: 0px;">二、中华人民共和国境内符合以下要求的自然人、法人及其他组织，除法律、法规另有规定外均可申请竞买。申请人可以单独申请竞买，也可以联合申请竞买，联合申请竞买必须向交易中心提供联合竞买协议，并在协议中明确受让人的同时，联合竞买各方均需办理数字证书方可参加联合申请竞买。</p><p style="text-align: justify; text-indent: **px; line-height: **px; font-family: FangSong; font-size: **px; padding: 0px **px; margin: 0px;">银地(G)[****]-**号宗地属房地产开发用地，参加竞买的申请人须具有房地产开发企业资质，自治区外注册的房地产开发企业须具有一级房地产开发企业资质，且在自治区建设行政主管部门备案。</p><p style="text-align: justify; text-indent: **px; line-height: **px; font-family: FangSong; font-size: **px; padding: 0px **px; margin: 0px;">有欠缴土地出让金、闲置土地、违反合同约定开发建设等不良行为的用地者不得参加竞买。</p><p style="text-align: justify; text-indent: **px; line-height: **px; font-family: FangSong; font-size: **px; padding: 0px **px; margin: 0px;">三、本次国有建设用地使用权出让按照价高者得原则确定竞得人。</p><p style="text-align: justify; text-indent: **px; line-height: **px; font-family: FangSong; font-size: **px; padding: 0px **px; margin: 0px;">本次国有建设用地使用权出让在互联网上交易，即通过交易系统进行。凡办理数字证书、符合竞买资格、按要求足额缴纳竞买保证金的竞买人，均可参加网上交易活动。</p><p style="text-align: justify; text-indent: **px; line-height: **px; font-family: FangSong; font-size: **px; padding: 0px **px; margin: 0px;">五、注意事项</p><p style="text-align: justify; text-indent: **px; line-height: **px; font-family: FangSong; font-size: **px; padding: 0px **px; margin: 0px;">1.竞买申请人购地资金（包括竞买保证金、定金及土地出让金）不得为借款、贷款、担保、信托资金、资本市场融资、资管计划配资、保险资金等违规资金，不得直接或间接使用金融机构各类融资资金，不得使用房地产产业链关联企业借款或预付款，不得使用其他自然人、法人、非法人组织的借款，不得使用参与竞买企业控制的非房地产企业融资等，并对上述要求作出书面承诺。（具体承诺模板登录交易系统http://nxys.nxggzyjy.org查阅下载）。2.竞买申请人及其控股的各个公司不得同时申请该宗地，并书面承诺其关联控股的各个公司未参加本次交易。3.交易结束后，银川市自然资源局对竞买人资质和竞得人提交的资金承诺书及其相关资料组织查验，由银川市金融主管部门对竞得人的资金来源进行审查，并出具审查意见。同时，由银川市市场监督管理局对参与竞买人的资质进行审查并出具审查意见。如查验发现，竞得人提供虚假信息、文件或隐瞒事实的，由出让人取消其竞得资格，并承担相应的法律责任。4.该宗用地竞得人付清地价款后**日内由银川市自然资源局向竞得人交付土地；涉及地上、地下未知管线迁移及建筑垃圾和土方清运工作由竞得人自行解决，费用由竞得人承担。5.考虑到该用地位于阅海湖南侧，项目设计方案需充分考虑通风廊道，观景廊道要求。由于该项目周边配建有公配幼儿园，该小区不单独配建幼儿园。相关要求以《银川市人民政府办公室关于印发银川市促进3岁以下婴幼儿照护服务高质量发展实施意见的通知》（银政办发〔****〕**4号）为准。若企业提出申请，相关指标可按《银川市住房和城乡建设局等**部门关于印发的通知》执行。6.为完善拟挂牌用地周边景观环境，结合政府资金安排情况，拟挂牌用地西侧及南侧约**亩（以最终勘测定界面积为准）绿化项目由竞得人进行立项，银川市自然资源局按程序完成农用地转用报批后，按照无偿划拨方式为竞得人办理项目用地手续，并由竞得人出资、按照银川市林草和园林管理局要求实施建设，建设完成后无偿移交银川市林草和园林管理局。其中拟挂牌用地西侧约**亩用地用于实施小微公园项目，每平方米造价不得低于**0元；拟挂牌用地南侧约**亩用地用于实施景观林带项目，每平方米造价不得低于**0元。项目方案应由银川市水务局及银川市林草和园林管理局审核后实施建设。7.剩余价款于****年**月**日前缴清（其余具体事项按合同约定执行）。 8.成交价款不包含其他行政规费（税）。</p><p style="text-align: justify;
