| 投标资格 | 3.1 本招标项目要求投标人须同时具备以下资质：（1）工程设计综合资质甲级或工程设计铁道行业甲（II）级以上资质；（2）工程勘察综合资质甲级或同时具备工程勘察岩土工程专业甲级、工程勘察水文地质勘察专业甲级及工程勘察工程测量专业甲级。（3）土工试验室要求：在福建省参加投标的工程勘察单位（包括以联合体形式参与投标的工程勘察单位），应在福建省设立相应的土工试验室，并配备相应的技术人员（按照《关于工程勘察单位设立土工实验室有关问题的通知》（闽建办科[****]** 号）文件执行。3.2本项目 接受 联合体投标，联合体投标的须满足以下要求：3.2.1自愿组成联合体的，联合体成员总数不得超过2家；3.2.2联合体牵头人应具有与招标项目相适应的设计资质和设计业绩要求；3.2.3联合体成员方应具有与招标项目相适应的勘察资质和勘察业绩要求；3.2.4联合体每个成员的投标资格证明文件均应按照招标文件的要求完整的递交；3.2.5除特别注明外，联合体整体上应满足本招标文件对投标人的所有商务和技术的要求。3.3投标人拟派出担任本招标项目的项目负责人应具有高级工程师以上职称，至少担任过一项类似工程业绩的项目经理或项目负责人或设计总体。类似工程业绩是指已完成（指已竣工验收或已试运营或已初期运营）的城际铁路或市域（郊）铁路或城市轨道交通工程勘察设计总承包或设计总体或设计总包业绩。3.4投标人业绩要求近5年（自****年1月1日至投标截止日），具有一项已完成（指已竣工验收或已试运营或已初期运营）的城际铁路或市域（郊）铁路或城市轨道交通工程类似项目业绩（不包括联合体及分包业绩）。业绩证明时间以竣工验收报告或试运营或初期运营或业主证明时间为准。类似项目是指同时具备下述设计、勘察业绩，其中：（1）设计业绩：具有勘察设计总承包或设计总体总包业绩（工作内容至少包括设计总体总包、土建设计和系统设计）。（2）勘察业绩：单项勘察合同金额在**0万元以上。关于业绩特别说明：（1）投标人单独投标时设计总体总包业绩、土建设计业绩、系统设计业绩和勘察业绩可以不在同一合同项下进行组合，但同一个业绩合同只能组合一次。（2）如为联合体投标，联合体牵头人的设计业绩和联合体成员方的勘察业绩可以组合；联合体牵头人的设计总体总包业绩、土建设计业绩和系统设计业绩可以不在同一合同项下进行组合，但同一个业绩合同只能组合一次。（3）城际线路或城际轨道均视为城际铁路，市域（郊）线路或市域（郊）轨道均视为市域（郊）铁路。3.5投标人其他主要项目人员配置要求、以及资格审查的其他条件要求的具体内容见招标文件。3.6本招标项目招标人对投标人的资格审查采用资格后审的方式。3.7本招标项目不要求中标人在项目所在地设立分(子)公司，中标人应当依法履行纳税义务 | ||||||||||||||||
